Recently Carol Rocco & I attended the PASR State Convention held in King of Prussia from October 10-12. The absence of Pres. Dr. John Nye was felt. Pres-Elect Dr. Stephen Vak presided (will take office in Jan., 2012)

Richard Rowland - Exec. Director gave this report

-“Members fought hard to secure passage of the pension reform legislation passed in Nov. and signed into law by Gov. Rendell in Dec., 2010. While legislators failed to include the COLA we advocated, the new law does include everything PASR advocated to correct the retirement systems’ funding problems and reduce costs to PA’s taxpayers.”

-Announced the addition of Director of Communication Kimberly Taylor Carmo – an excellent job of redesigning the content & appearance of print publications & the PASR Website (www.pasr.org). It is planned that this website will be a “one stop-shopping” site for not only renewing both state and local memberships, but a resource of links for everything of importance to retirees. I recently took the time to look around the PASR Website and found many things of interest. I encourage you to check it out! During an Enrichment Seminar, Ms. Taylor Carmo showed our Clinton County PASR Website and commended us for our work. I spoke up to say that Clinton County was represented at the session but not the man who is primarily for our site, Rich Wykoff.

It is at the state level that administrative staff and elected officers direct the activities of PASR on a daily basis. It is at this level that policies are established to guide and direct the activities of the region and chapter levels. And it is from our headquarters in Mechanicsburg that significant support and assistance is given to our chapters and regions to help us better meet the needs of you, the PASR members. Locally, we are often unaware of this support. As an example, the State disbursed $14,000 in rewards to local chapters for completed activities from July 2010 to June 2011. Our chapter received $275. For 2011-2012, there are 21 activities that fall under five areas: Service to others, Social Opportunities for Members, Information to Members/Nonmembers, Economic Benefits for Members, Growing and Strengthen OUR Association. We can earn up to $625 by accomplishing all 21 activities – our goal is to accomplish as many as possible. .

We also received $268 for the work of our Social Services Memorial Honor Fund Committee. Carol Rocco will tell you about that.

PASR’s Mission – “To serve others in need and help one another enjoy retirement”

Each of our committees uses the Mission Statement and the chapter goals and activities, determined at the state level, to guide our projects throughout the year. We hope that you will volunteer with us to participate in our many activities. (Ask committees to stand).

If you are unsure about working on a year-round committee, 2012 offers a special opportunity, PASR’S 75^th Birthday Celebration. The state committee has developed a long list of ideas to facilitate our local “PASR Birthday Party”. We encourage you to become involved with our celebration by joining our planning committee.

Heritage Day at Priestley House - Nov 6

Joseph Priestly was an 18^th Century English theologian, political philosopher and scientist who is usually credited with the discovery of oxygen. He spent the last 10 years of his life on Northumberland, PA where his home is now a museum. Guests may tour the mansion at their own pace, talk with costumed interpreters about the Priestley family at home and join Dr. Priestley in his laboratory for chemistry demonstrations. www.josephpriestleyhouse.org

Gettysburg Battlefield Loop Hike – Saturday, November 12

- Nine miles - Moderate. Join a local Sierra Club to hike the Billy Yank Trail, a loop that begins on Cemetery Ridge and passes through the locales of most of the major encounters including the Wheatfields, Devils Den, Little Round Top, and Picketts Charge before finishing back at Cemetery Ridge. A scenic hike through history. We would car pool to Gettysburg.

RECREO Elk Watch and Wine Tour

Elk Watch and Wine Tour – Friday, June 17

Come Elk watching with us! We're headed to Benezette, Elk County area to do some Elk watching! We'll check out the new Elk Country Visitor's Center, spending time there seeing an excellent movie and all there is to learn about elk and other wildlife and recreation in the region. We’ll travel to several elk viewing areas, then make a pit stop for lunch (dutch treat) before heading to nearby Elk Mountain Winery where we’ll do a bit of wine tasting and shopping before heading home. If you're interested in the elk, this is a great way to get educated and to see these animals up close. Meet at the Save-a-Lot parking lot on Walnut Street, LH at 9:30 AM to carpool. Cost is several $ for the film at the Visitor Center, lunch at your own cost and sharing in the cost of gas.

RECREO Boalsburg Trip

Come join PASR RECREO as we travel to Boalsburg

Saturday, May 28

During Memorial Day Weekend, we’ll travel back in time to WWII. However, we’ll begin our trip with lunch at either the Elk Creek Café in Millheim or Duffy’s Tavern in Boalsburg. After lunch, we’ll watch a small squad tactical demonstration and have time in the PA Military Museum (we’ll need at least 10 people for a guided group tour). Then at 3:00, The Andrews Sisters will sing and dance to all the tunes of the era! Meet at the Save-a-Lot parking lot on Walnut Street, LH at 10:30 AM to carpool. We will return by 5 PM. Cost is $6 for the Military Museum (+ $8 for a guided tour), lunch at your own cost and sharing in the cost of gas.

BIG BROTHERS AND BIG SISTERS PICNIC

Donna Yost spoke with the newly appointed BBBS Program Coordinator, Jovana DeSalvo. Jovana would like to plan a picnic activity with PASR. Here are some possible dates to consider: July 9, or 25. We will need a small number of volunteers for whatever date is chosen. Jovana and the BB/BS will plan a nature scavenger hunt at Bald Eagle Park and our group would supply the picnic food and drink. Details will be posted when finalized. However, we do need some idea of how many members will be committed to help.

The Clinton County Chapter of the Pennsylvania Association of School Retirees (PASR) Spring Luncheon will be held at the Red Eye Center in Flemington on Thursday, May 26, 2011 at 12:00 noon. A business meeting will be held at 11:00. Come and hear about what is happening in our local chapter.

Turkey, filling, mashed potatoes, vegetables, cole slaw, ice cream and beverages will be served.

Our program will include the announcement of our 2011 scholarship winners. We will also hear from our 2010 scholarship winners. Our guest speaker will be John Nye, the president of the state PASR. John, a Lock Haven native, will tell us all about PASR happenings at the state level.

NOTES FROM PRESIDENT BILL KRAUS

I hope this newsletter finds you in good health and good humor. A lot is happening in our local PASR chapter. Please “Read all about it!” in this edition of our latest newsletter.

The annual PASR Spring Luncheon will be held on Thursday, May 26, 2011 at the Red Eye in Flemington. Our program brings the president of our state PASR organization back home. John Nye is a Lock Haven native who probably attended high school with a number of you. John is excited to return and excited to tell us all about what the state PASR organization is doing to serve us. Please come and welcome John back to Clinton County.

We have never been able to finish our business meetings by noon, so we are going to initiate a new schedule. The doors of the Red Eye will be open at 10:30. You are welcome to come little early, pick up some coffee, tea, or water, and spend a little time chatting with friends. The business meeting will begin at 11:00. We plan to serve lunch promptly at 12:00 noon.

As you well know, budgets are tight everywhere and the budget for our frugal Clinton County PASR is no exception, unfortunately. In the past two years the Clinton County Chapter of PASR has been able to sponsor a total of three “Hometown Heroes” banners. We are hoping to sponsor another banner this year. The cost is $200. We will be accepting any and all contributions for this project. If you would like to help PASR sponsor a “Hometown Heroes” banner, please see Norma Miller at the banquet.

It is dues time! You may send your dues in the pre-addressed envelope included with your newsletter or pay at the luncheon. It’s also time to turn in your Volunteer Hours. There are three ways in which members can turn in their hours. Tally your hours in the five categories and e-mail your totals to Phyllis Grenoble at Phyllis@chilitech.net or call Phyllis Grenoble with your totals at 570-398-1313. Fill out the Volunteer Hours survey form included with your newsletter. Return the survey in the pre-addressed envelope or give your completed survey to Phyllis Grenoble at the luncheon.

Please send your 2011-2012 dues payment ($10 local and $45 state) with your luncheon registration to Carolyn Burrows. If you are NOT attending the luncheon, send your dues to me at 48 Church Street, Lock Haven, and PA 17745. Membership cards will be issued this year and will be available at the luncheon for those attending. Those NOT attending send a stamped self-addressed envelope to me.

In March, many members enjoyed excursions to the Joseph Priestly Mansion, a tour of the Bald Eagle Nature Inn, and the Planetarium show for Astronomical Friday. Thanks to all who joined us for those opportunities!

Soon, we’re hoping to schedule a bicycle ride/stroll on the Pine Creek Rail Trail, with lunch at the Waterville Hotel. This is dependent on the weather, so we’ll send out an email notice, but if you are very interested and would like a phone call, call Joanne Heimer at 753-3699 to let me know and I’ll be sure to call you with the date.

There are two possible dates to travel to Elk County. Seeing these creatures so close is truly AMAZING! You could join Rock, River and Trail for a Mother’s Day Sunday, May 8 - WAPITI AND WINE TOUR! This excursion includes a fun, full-day adventure to the Benezette area for Wapiti (elk) viewing and a tour and tasting at Elk Mountain Winery. The cost is $25 per person. Call RR&T for reservations at 748-1818 now as these trips fill up fast. OR come Elk watching with a PASR group on Friday, June 17. If you haven’t yet traveled to Elk County, this is an experience you won’t want to miss! Contact Joanne Heimer for full details.

For Memorial Day weekend, we’ll travel to Boalsburg on Saturday, May 28 for the WW II Revisited Living History Bivouac. This will include lunch in Boalsburg, a small squad tactical demonstration and a singing and dancing Tribute to the Andrews Sisters! Let’s travel back in time together! If you do NOT receive email notices and are interested in something in particular, please call 753-3699 to let me know to phone you with specific details. As always, feel free to bring friends. We will send email reminders to those members on our email list as well as placing information in the LH Express. Retirement Report-Norma Miller Keystone Central School District has 26 employees who have retired or will retire at the end of the school year. We had a wine and cheese get-together on May 2nd at the Ross Library. We will also be looking forward to their joining us at the first day of school picnic.

Education Support and Community Service Volunteers Report

It is time once again to update all members on the activities that have occurred since last fall.

Congratulations on a job well done! Our total volunteer hours recorded for the past year totaled 32,686. Every hour that is given helping others is a most valuable contribution to our community and public schools. It is so important to report all of your hours and many activities count. Include all of the volunteering that is done, caring for family members or friends, babysitting grandchildren or walking the neighbor's dog. It is all valued and it all counts! Those who participate in the SMILES program need to count the hours they spend mentoring, tutoring and assisting classroom teachers. It is much appreciated.

Once again our local chapter has participated in public education enrichment endeavors. We have done so by applauding the positive accomplishments by the outstanding faculty and staff members that are employed within KCSD. The Lauretta Woodson awards were presented to recognize Diane Day, Life Skills teacher at Central Mountain Middle School and Donna Hardy, a para-educator at KCSD Heart Academy for the services they provide to the students and families of Clinton County. Our chapter also encourages and supports students seeking careers in public education by providing two $500 scholarships to KCSD seniors. New this year, the PASR educational support grant application was offered to all members of the local school district. A $300 grant was awarded and will provide a science day at Seig Center for 88 first grade and kindergarten students who attend Mill Hall Elementary. Community instructors will engage the children in numerous hands on learning experiences. Lisa Lucas, first grade teacher at M.H. was thrilled to be able to receive PASR support for this project.
A Big Brothers Big Sisters event is being sponsored by our group for this summer, more details to follow. A late summer project will focus on a local military contribution to National Guard families; the money is used to mail packages and personal supplies to local service personnel from their family members.
Thank you for the effort you make to successfully accomplish the Education and Volunteer goals that make our chapter outstanding.

Last year we had 33 members who did not pay their local dues and that makes it difficult to finance our local projects. We need your support!!!

Also - please pay your state dues through Fran Kramer and not directly to Mechanicsburg. That will ensure that we have an accurate accounting.

Secretary’s Report-Carolyn Burrows

President Bill Kraus called the Fall Meeting of the Clinton County Chapter of PASR to order on Tuesday, October 19^th, 2010 at the Flemington Red Eye Center at 11:45 A.M. A thank you was read from Melissa Gettys, our Chapter’s 2010 winner of one of the Clinton County PASR Scholarships. A motion was made by JoAnne Hoberman to approve the minutes and a second by Ruth Berry. Motion carried. The Treasurer’s Report was as follows: Accounts Balances on October 19, 2010 are as follows: Checking Account-1179.50; Savings Account – 4233.53; Edward Jones Investment Value – 7817.02. Ellie Zimmerman made a motion, seconded by Bea Mellinger to accept the treasurer’s report. Motion carried.

Committee reports were as follows: Membership-Donna Wright reported our chapter has 266 members although 47 are not up to date with their dues. Donna passed out papers for members to sign name, email address, postal mailing address, and telephone no.; and to indicate how they prefer to receive information either e-mail or postal mail. Recreo-Joanne Heimer discussed the tremendous recreo opportunities and the dates of each event (see Recreo report) she has been planning for our membership. Sign-up sheets were available for members to list names under trips in which they would be interested. Community Service-Phyllis Grenoble reported the total volunteer hours for our chapter for 2009-2010 were 32,686 with only 67 members reporting their hours. With great pleasure Phyllis presented the John Berry Volunteer Service Award/Volunteer of the Year Award to Jo Anne Hoberman for her work with the Clinton County. Dental Clinic. Bill Kraus then presented the STATE LEVEL John J. Dillon PASR Service Award to Phyllis Grenoble for her community service projects, willingness to volunteer and serve, and the many hours spent in helping others. Legislative-Jim and Rita Stabley reported on the state convention. In legislative news Jim reported that the bill, which allows school districts to give names of recent retirees to PASR, passed.

We welcomed New Retirees attending the Luncheon-Sue Darrin, Al and Angie Madden, Maripat Dion, Sheila Bauman, Wayne and Pamela McCollough, Will Hanson and Erla Mae Frederick. The business meeting ended with the announcement that the next luncheon will be May 26, 2011 with PASR’s President John Nye as speaker. The Luncheon Program was opened with the Pledge of Allegiance and a Remembrance Time led by Betty Giles, Shirley Probst and Micheline Rich for members Barb Breon and Frances Runkle; friends- Walt Diehl, Mary Louise Gavlock, Anna Marie Dickey, and Betty Bechtol. Betty Giles drew our attention to pictures and information the Social Committee had arranged and reminded us that donations in memory or honor of someone may be made to the Social Service Fund. The Social Service Committee sends cards, provides little gifts and visits shut-ins. After the Invocation by Roberta Muthler a delicious meal was enjoyed. The afternoon program began with Donna Yost presenting the Lauretta Woodson Awards to Diane Day, life skills teacher at CMMS, and Donna Hardy, a para educator at KCSD Heart Academy for at-risk students. Bill Kraus introduced our speaker for the afternoon – Fred McKillop, PASR Legislative Representative. Fred has been a lobbyist for PASR for almost 30 years. He said the school retirees’ job is to contact; using various means of communication, our local legislators and let them know how we feel.

The 50/50 drawing was a huge monetary success thanks to four coconut cream pies donated and baked by Lois Imes. A multitude of door prizes were then distributed.

Makeover Pecan Upside-Down Cake

Ingredients

1/2 cup reduced-fat butter, melted

1/2 cup packed brown sugar

1/4 cup dark corn syrup

1-1/2 cups pecan halves

1 package (18-1/4 ounces) butter pecan cake mix

1 cup BREAKSTONE'S® Reduced-Fat Sour Cream

1/3 cup unsweetened applesauce

2 eggs

2 egg whites

1 teaspoon vanilla extract

Directions

In a small bowl, combine the butter, brown sugar, corn syrup and Pecans. Spread evenly into a 13-in. x 9-in. baking pan coated with Cooking spray. Set aside.

In a large bowl, combine the remaining ingredients; beat with a Mixer on low speed for 30 seconds. Beat on medium for 2 minutes. Transfer to prepared pan. Bake at 350° for 30-35 minutes or until a toothpick inserted Near the center comes out clean. Cool for 5 minutes before Inverting onto a serving platter. Serve warm or at room temperature.

Governor-Corbett's 2011-12-budget-proposal

The state budget proposed by Governor Tom Corbett for the 2011-12 Fiscal Year makes deep cuts to education and higher education, as well as across-the-board cuts to most services and departments.

At $27.3 billion, the budget is 3.1%, or $866 million, less than the available 2010-11 budget. It proposes to cut 1,550 public employee positions.

Key cuts include:

School district cuts range from $168,000 to $295 million, with an average reduction of $2.3 million per school district across the state.

eliminate the $260 million accountability block grant program, kindergarten programs across the state are at
risk. The block grant program was designed to help fund these programs. Without it, those classes and their
teachers could be eliminated.
• What $1 Billion in Cuts Means to Student Performance. Pennsylvania’s public schools are recognized as
national leaders in academic achievement. For the past decade, Pennsylvania has invested in programs that
have been proven to work for our students. The results are clear.
o The Nation’s Report Card.On the National Assessment of Educational Progress (NAEP) tests, the
Nation’s Report Card, NO STATES have statistically significant higher 8th grade reading scores than
Pennsylvania. Only six states have significantly higher 4th grade reading scores than Pennsylvania. On the NAEP math tests, only seven states have significantly higher 8th grade math scores than Pennsylvania and only four have significantly higher 4th grade math scores.
o Gains in All Academic Categories. The Center for Education Policy cited Pennsylvania in 2010 for recording gains in all academic categories from 2002‐2008.
o National and International Comparisons. Pennsylvania students do very well in national and
international math comparisons. Pennsylvania’s performance ranks above the U.S. average and the averages of 36 of 48 countries in math. It ranked below only that of five Asian jurisdictions (Singapore, Hong Kong, Korea, Chinese Taipei, and Japan).
o Higher Education. More Pennsylvania students than ever (seven out of ten) are going on to higher
education. Cuts to programs that work will impact the students we serve and could reverse the dramatic academic gains that our schools have achieved.

| Governor Corbett’s Budget Proposal • What $1 Billion in Cuts Means to Your School District’s Budget. Right now, our school districts are already in a funding crisis. They are cutting programs that work, privatizing school services, furloughing teachers and support professionals, and raising property taxes – just to balance their budgets. $1 billion in cuts to school funding will make a bad situation worse. The bottom line is this: property taxpayers will pay more and our students will get less.
• Statewide Salary Freezes. The Governor has asked that all school employees take a one‐year salary freeze. PSEA members recognize the importance of shared sacrifice. School districts have already laid off hundreds of school employees in anticipation of the Governor’s proposed budget.
In his budget proposal, the Governor clearly acknowledged that decisions about salary freezes are made “at
the local level.” Before any local association places such a request in front of its membership, the school
district should have a clear plan showing steps the district has taken and how any savings would save jobs and
benefit student instruction.
• Policy Proposals, Controversial Ideas, and the Beginning of a Discussion. In addition to the Governor’s
budget proposal, he has also announced a number of other ideas that impact our schools, our jobs, and our
communities. These are ideas and not full proposals. We are concerned about many of them. However, we are looking forward to having a constructive, reasoned, and deliberate dialogue with the Governor and the
General Assembly as these ideas take shape. Some of these ideas include:
o Elimination of State Support for Master’s Salary Increases. No state subsidy to pay school employees
beyond the bachelor’s column.
o Private and Religious School Vouchers. Diverting tax dollars to private and religious school tuition.
o Economic Furloughs. Allowing school districts to furlough school employees for factors other than
seniority.
o Property Tax Referenda. Voter approval for any property tax increase over inflation at the school
district level.
o Merit Pay. Providing state resources to guide local districts in the development of merit pay plans.
o Lowering Standards. The governor’s proposal lowers standards to become a teacher or a school
nurse.
• PSEA Is A Partner in Good Public Policy. The Governor’s proposed budget, policy proposals, and the ideas he has attached to it are a starting point for conversations. PSEA has a long and well‐earned reputation as a partner with the General Assembly in dialogues about education policies that work for our students and as a strong voice against ideas that don’t. In the coming months, we will continue conversations with the Governor, legislators, and policymakers to help shape this debate. At the forefront of these dialogues, we will continue to advocate for our students, our schools, our educators, and our communities – working to ensure that we contribute to the very best public education policy we can achieve.

On Saturday, March 19 from 11 AM to noon, you can join the innkeeper for a tour of the Nature Inn including a detailed explanation of LEED (Leadership in Energy and Environmental Design) and the major green building systems. Learn about geothermal heating and cooling, solar hot water heat generation, rainwater harvesting, native habitat restoration and the use of rain gardens during this behind the scenes visit.

Joseph Priestly was an 18^th Century English theologian, political philosopher and scientist who is usually credited with the discovery of oxygen. He spent the last 10 years of his life on Northumberland, PA where his home is now a museum. Ronald Blatchley, dressed in period costume and using apparatus like that used 200 years ago, performs this show illustrating the chemical knowledge of Priestley’s time.

12:30pm - meet at the old Bi-Lo parking lot on Walnut Street, LH to carpool! Travel to Northumberland for a guided tour of the mansion of the “Founder of modern Chemistry and discoverer of Oxygen” and the 2:30 performance by Ronald Blatchley. Since this is Commonwealth Charter Day, there is free admission. It is also Joseph Priestley’s birthday, so birthday cake will be served. Please be prepared to contribute for gas.

Friday, March 25 Astronomical Friday: at 1 pm the public is invited to a Planetarium Show in Room 232 Ulmer Hall Planetarium. Then at 8 pm, Dr. James Wheeler will help us Observe at Dusk probably at the Farrandsville Road Playing fields of Lock Haven University. The public is invited to observe the moon, planets, stars, star clusters, stellar nurseries, stellar corpses, and galaxies.

State Membership Request-We agreed not to participate in recruiting new members for the state organization or urging past members who are now inactive to renew their state membership.
Scholarships-We decided to reduce our two $600 awards to two $500 scholarships.
Mini-grant-A $300 educational support mini-grant will be offered to district employees to enhance student education. $187 of this $300 grant is coming from a Region 10 Educational Support Fund. Donna Yost will distribute all scholarship and educational support applications.
Volunteer Hours-Phyllis Grenoble will have the form ready for the newsletter and e-mail. E-mail members will be able to e-mail their hours to Phyllis.

Pre-Retirement-Norma Miller will lay out a plan once she has a list of the new retirees. Plans could include:
1. Wine and Cheese
2. First Day of School Picnic
  1. A current PASR member will contact a new retiree, invite them to the event and either bring them or meet them there. Norma will get information packets for each new member.
Home Town Hero Banner-The group wishes to sponsor a banner for $200. Norma Miller and Germaine Weaver will head this project. As stated earlier we will attempt to solicit donations to defray the cost of the banner. Bill will notify Maria Boileau of our decision to sponsor a banner.
Budget-Each chairperson gave Fran their expected expenditures for the 2011-2012 budget. We are a frugal but generous organization. We are very close to a break-even point between our expenditures and the funds generated by our dues.
Recreo-Joanne Heimer presented a number of activities and programs which she is organizing. Check your e-mail for a complete list.
Website-Our guest and webmaster, Rich Wykoff, will be meeting with a number of our executive committee members to make sure that our e-mail, website, and newsletter will be available to all of our e-mail members. (100% personal guarantee by Rich)

From the President

Another school year has begun. As we enjoy and make the most of our retirement, we remember some of the challenges and successes that we have had in our careers in KCSD schools.

Some exciting things are happening in PASR. Our “First Day of School” picnic was a wonderful gathering with 80-100 members present. The food was delicious. I think that everybody brings their best effort to these events. Our newest “class” of retirees…somewhat like a graduating class...was very visible at the picnic and most of them have become members of the local chapter. Welcome to these new members. I believe that there is presidential material in this group!

I’m truly excited about our Fall Luncheon. Fred McKillop, PASR’s legislative representative, will tell us what is happening to and for PA school retirees. Hear first-hand what PASR is doing to obtain that elusive COLA for us.

Be sure to read our newsletter to keep up to date about what is happening in the Clinton County Chapter of PASR. Be sure to send in your registration form or call or e-mail Carolyn Burrows in order to attend our October 19, 2010 luncheon.

Community Service Report-Phyllis Grenoble

Thanks again to all our dedicated volunteers, you certainly go above and beyond with your contributions, Our total hours for the 2009--2010 year are 32,686 VERY IMPRESSIVE and that was with only 67 surveys returned, a small percentage of our membership. Let's all be counted!!!

Education Support Committee Report-Donna Yost

The State PASR Committee's primary goal in 2010 is the statewide support of public education. The goal is to expand and promote recognition of students and educators in each local chapter through the addition of local Education Support Grants.
Clinton County has been successful in achieving all 2010 state objectives by participating in numerous activities. Our members volunteer in the local schools, our chapter provides scholarships to two local high school students who plan on pursuing education degrees and have given public recognition of local faculty and staff who contribute to the overall success of students and families in our community with the awarding of Lauretta Woodson Certificates to selected nominees. This year's awards were presented to Life Skills teacher Diane Day of Central Mountain Middle School and Donna Hardy who is a Heart Academy Assistant at Central Mountain H.S. during the opening day in-service August 27th.
A donation was provided to the C.C. Big Brothers/Big Sisters to provide picnic refreshments for their summer outing at the Bald Eagle State Park.
All members are encouraged to volunteer in the local schools and to apply for the SMILES Program. Seniors may volunteer in the K.C.S.D. in exchange for a $500 tax credit. Security clearances are required and our chapter will assist with the cost of this process on a first-come, first-serve basis. ( Limited to two individuals with completed SMILES volunteer documentation completed)

President Bill Kraus called the Spring Meeting of the Clinton County Chapter of PASR to order on Thursday, May 20^th 2010 at the Flemington Red Eye Center at 11:30 A.M. The minutes of the October 2009 Fall Meeting were accepted as received from Carolyn Burrows, Secretary. Treasurer Fran Kramer reported that the financial records were audited by Alice Bryerton and found to be accurate. Fran also gave the Treasurer’s Report. As of April 30, 2010 the checking account balance is 197.45, Savings Account Balance is $3720.67, Total Investment Account Value is $ 7738.99. Fran presented the Executive Committee Budget Proposal for July 1, 2010 - -June 30, 2011 for membership review, discussion, and approval. The total of the 2010-2011proposed budget is $3050. Motions were made and seconded to accept Secretary’s report, Auditor report, Treasurer’s report and proposed budget. (See official minutes.)

Committee Reports were as follows: Scholarships Bill Kraus reported the two very deserving winners of the 2010 Clinton County PASR $600 Scholarships are Melissa Gettys of CMHS and Rebecca Grenell of Bucktail High School. Community Service

Members are reminded to send their volunteer hours totals either through the regular mail or e-mail to Phyllis Grenoble By June 30. Educational Support Donna Yost, chairperson, reported on information she received at the Region 10 meeting, a Region 10 goal this year is to establish local Educational Support grants. Germaine Weaver made a motion, seconded by Beth Brobst, to reestablish our local Educational Support Grant of $200 to be applied for by Keystone Central teachers to be used only to serve the students. Motion passed. Donna offered brochures to our members reminding them of the local SMILE program and also passed out sign-up sheets for members to offer their help for the Big Brother/Big Sister Picnic to be held at the Bald Eagle State Park on Saturday, June 12 10-2:00 P.M. Recreo Bill Kraus reported our chairperson, Joanne Heimer, would be sending a paper concerning a future 13-day trip. Membership Donna Wright reported our local membership is 245 members. Donna and our treasurer ask that when members join and/or pay state dues they do it through our local treasurer so that accurate records can be kept. Members were reminded of the Wine and Cheese Reception for New Retirees on May 24^th. Also the First Day of School picnic will be held September 1. Before our meal a Remembrance Time was held for Roberta Kaufmann, Rebecca Walker, Marjorie Williams, Jeanne Dickey, Robert Weaver, Dr. Mary Alice Smith, Pauline Bowes, Ruby Eckert, Linda Peters Palichick, and Dr. Betty Wisniewski.

After a delicious dinner Bill read a letter from one of our 2009 PASR Recipients-Kasey Phillips. The other recipient, Megan Orr, was ill and could not attend.

Bill introduced our speaker Mike Hanna-PA Representative from the 76th District. After a very informative speech Representative Hanna was presented with a gift certificate of appreciation for giving of his time to speak to our association. A multitude of door Prizes were given out and the winner of the 50/50 Drawing was announced. Jim Stabley, our 50/50 winner of $98, donated the money to provide refreshments for our Wine and Cheese reception for New Retirees. Thanks Jim!

Makeover Easy Apple Cake Recipe

Ingredients

3/4 cup sugar
2/3 cup unsweetened applesauce
1/2 cup sugar blend
3 eggs
1/4 cup canola oil
1-1/4 teaspoons vanilla extract
2 cups all-purpose flour
1/2 cup ground flaxseed
1-1/4 teaspoons baking powder
1-1/4 teaspoons ground cinnamon
1 teaspoon salt
1/4 teaspoon baking soda
2 cups finely chopped peeled tart apples
1/2 cup chopped walnuts, toasted
1-1/4 cups reduced-fat whipped topping

Directions
In a large bowl, beat the sugar, applesauce, sugar blend, eggs, oil and vanilla until well blended. Combine the flour, flaxseed, baking powder, cinnamon, salt and baking soda; gradually beat into sugar mixture until blended. Fold in apples and walnuts.
Transfer to a 13-in. x 9-in. baking dish coated with cooking spray. Bake at 350° for 28-35 minutes or until a toothpick inserted near the center comes out clean. Cool on a wire rack. Serve with whipped topping. Yield: 20 servings.

Clinton County Chapter PASR Luncheon

October 19, 2010

The Clinton County Chapter of the Pennsylvania Association of School Retirees (PASR) will hold its fall luncheon on Tuesday, October 19, 2010 at the Red Eye Center in Flemington. The business meeting will begin at 11:30. Lunch will be served at 12:00 noon. The menu includes roast turkey, filling, mashed potatoes, vegetables, coleslaw, rolls, beverages, and ice cream.

We have an important program planned. Fred McKillop, PASR’s Legislative Representative, will speak to us about what has really happened in Harrisburg concerning our pensions. The COLA will be discussed. Come and listen and have your questions answered. The 2010 Lauretta Woodson Award winners will be introduced. We will also honor our “Volunteer of the Year”.

MEMBERS MAKE A DIFFERENCE!

PASR’S 48^TH ANNUAL CONVENTION

The annual convention will be held in the Penn Stater Conference Center Hotel, State College, PA between October 3^rd and 6^th. Sunday will be registration and the first plenary session. Monday includes a plenary session, recurring personal enrichment seminars and evening region caucuses. Tuesday includes chapter president’s meeting, third plenary session, recurring state seminars and annual banquet. Wednesday is the final general session followed by the PASR Board of Directors meeting.

An Incumbent Truly Worthy of Re-Election

Every three years, the annuitants of Pennsylvania’s public school system get the opportunity to elect someone to serve as their representative on the board that manages their pension money, the Public School Employees’ Retirement System (PSERS). Such an election is scheduled to occur this November. PASR has chosen to again endorse the current Annuitant Representative on the PSERS Board of Trustees, Sally Turley, for an additional term.

There is no question that Pennsylvania’s school retirees chose wisely when they previously elected Sally Turley to serve on the PSERS Board. She has proven herself to be a stalwart champion and a compassionate servant of all school retirees. Sally Turley should be re-elected.

You may wonder what the importance of the annuitant representative on the PSERS Board is. The annuitant

representative’s responsibility is to represent the needs and interests of all 162,000 school retirees. “Serving on the PSERS Board of Trustees as the sole representative of school retirees is an extremely difficult task,” says John Nye, PASR President. “The issues that the Board deals with are extremely complex. The environment is highly political and often divisive, given the mix of appointees and elected representatives who serve on the Board.” It was vital that the person elected to this position be a strong and effective voice for all school retirees.

Most of us are probably not aware of all that the position of PSERS Annuitant Representative entails–the tremendous responsibility, all the work involved, the personal sacrifice—in this volunteer job. Yes, volunteer. The Annuitant Representative receives no compensation for his/her service to us.

In this role, Sally Turley travels to Harrisburg often twice a month, participates in one or more conference calls every month, travels to in-state pension conferences, receives nearly 5-10 lbs. of material every other month to read in preparation for meetings, and most importantly is more than willing to assist public school retirees in getting the help that they need.

Remember, there is only one position on the PSERS Board of Trustees to represent the interests of retirees in matters pertaining to the administration of our retirement funds. We have just one voice at PSERS and only one opportunity to pick the most effective person to speak for and work on our behalf. That person is Sally Turley. Prepare to pass the word—Vote for Sally Turley this November!
